Booking a City park

  • Any City park can host a special event. Unbooked use is free and first-come, and a booking gives exclusive use. The City recommends booking for more than 10 people.
  • The process: submit an online application, the City reviews it and issues a permit number that tentatively holds the space, then you pay to confirm and receive the formal permit, which must be on site. Peak-time responses can take up to two weeks.
  • Published fees (GST extra, including setup and takedown time) include $74 for a picnic site for 4 hours for non-profits and individuals and $151 for for-profit users. For-profit rates are listed, so commercial hirers are not excluded by the fee page.
  • A damage deposit is paid at booking: $1,355 for events over 200 people, and $555 for tents or inflatables.
  • Proof of insurance is required for events such as those with over 200 attendees, roadway events and commercial inflatables: at least $2 million Commercial General Liability naming the City as additional insured.
  • Permits and insurance are required for tents, bouncers, fireworks and music, including amplified sound.
  • Changes up to one working day before the event cost a $53.55 admin fee each. Cancellation up to 5 days before costs $52.50, and cancellations within 5 days are charged the full rental.

Tents and stages

  • The City’s planning guide flags large temporary structures, with tents over 900 sq ft and stages over 24 inches high as examples, as needing a separate application through the Fire Paramedic Service or Planning, Property and Development.
  • Tents and inflatables in City parks must come from a commercial company and are pre-approved only at certain parks, 12 in total, including Bruce Park, Kildonan Park, St. Vital Park and Vimy Ridge Park.
  • Lead times and fees for the temporary-structure permit were not available from the sources we reviewed. Call 311 and ask for the Film and Special Events office.

Sound and noise permits

  • A noise permit from the Winnipeg Police Service is needed to play music through a speaker or use amplified sound at a park event. Apply at least 4 weeks before; it costs nothing and requires a paid park rental permit.
  • Playing music may also need a separate music licence.
  • Permitted hours and decibel limits were not found in the sources we reviewed, so confirm them with the police service when you apply.

Parades and street events

  • Parade permits come from the Winnipeg Police Service. Apply at least 2 weeks ahead. A police escort is required, no permits are issued for rush hours (7:00–9:00 and 15:30–17:30 Monday to Friday), and a general liability insurance certificate is needed.
  • Block parties and street festivals are handled by Public Works, and roadway events require insurance.

  • St. Vital Park at 190 River Rd, and Bruce Park at 1966 Portage Ave, both with pre-approved tent areas.
  • Vimy Ridge Memorial Park, Whittier Park and Provencher Park.
  • The Forks, which is not City-operated, lists outdoor spaces such as The Outdoor Common, CN Field and Stage, and Oodena Celebration Circle, with bookings through its own events team.

Season and weather

Environment Canada normals for Winnipeg Richardson (1981–2010) show average daily temperatures of about 11.6 °C in May, 17.0 °C in June, 19.7 °C in July, 18.8 °C in August and 12.7 °C in September. Rain days with at least 5 mm average about 5.1 in June, 4.3 in July and 3.8 in August. Shoulder seasons are less predictable: May and October temperatures vary more from year to year than July. Snow depth of 1 cm or more occurs on many days of the year, so winter outdoor setup needs extra planning.

Events in the calendar

Folklorama runs for about two weeks every August, and the Winnipeg Folk Festival takes place in July at Birds Hill Provincial Park, outside the city. Book early for August.
